　こんばんは！

　本日、私どもはここに盛大に集まり、中国人民解放軍建軍98周年を祝う運びとなりました。国防武官として、ご列席の皆様に対し、心から歓迎の意を申し上げます。

　98年間にわたり、中国共産党の強力のリーダーシップのもと、人民軍隊は弱小から強大へと成長し、絶え間なく勝利を重ねて、中華民族の独立と中国人民の解放と国家の富強のためにすぐれた功績を立てました。目下、中国人民解放軍は習近平強軍思想を指針とし、政治による軍隊建設、改革による軍隊強化、科学技術による軍振興、法に基づく軍隊統治を堅持し、有利な態勢を作り、危機をコントロールし、戦争を抑止し、戦争に勝つための要件に焦点を合わせ、建軍百年の奮闘目標達成の難関攻略戦に力を尽くしており、国防と軍隊の現代化建設を推進して、加速度的に世界一流の軍隊の建設を加速しております。

　中国は世界の平和と国際秩序を守る重要な力であります。中国は国連安保理任理事国の中で平和維持要員派遣規模の最も大きな国であり、1990年以来、20数カ国・地域に累計で5万人余りのPKO部隊を派遣し、17人の中国軍人が平和維持活動の最前線で犠牲となりました。ちょうどこの時、1800人余りの中国軍人が七つの平和維持活動地域で任務を遂行しております。また、2008年以来、中国は海軍艦艇編隊をアデン湾に47回派遣し、7000隻余りの各国船舶の安全な航行を確保するために護衛し、海賊を千回以上も阻止して海上交通の安全性と国際的な経済貿易活動を効果的に維持しました。

　中国人民は平和を大切にし、中国政府は防御的国防政策を実施しております。中国はかつて侵略と拡張をしませんが、決して正当な権益を放棄することができません、一切の脅威と挑戦に断固として対抗措置を取ります。台湾は中国領土の不可分の一部であります。われわれは最大の誠意をもって、最大の努力を尽くして平和的統一の将来を勝ち取ることを堅持していますが、決して武力行使の放棄を約束しません。中国軍隊は「台湾独立」の分裂や外部の勢力の干渉に反対する決心と能力を持っております。

　今年は中国人民抗日戦争・世界反ファシズム戦争勝利80周年であります。歴史を記念することは、歴史の教訓を学び、悲劇の再発を避けるためです。80年前、中国人民は平和を愛する各国の人民と一緒に、無数の命と血を犠牲にして、反軍国主義と反ファシズム戦争の勝利を勝ち取りました。中国人民と日本人民は両方とも軍国主義の被害者であり、手を携えて、共同して戦後の国際秩序を維持し、得難い平和状況を維持するために協力すべきです。

　中国軍隊は各国の軍と交流・協力し、共に人類運命共同体の理念及びグローバル発展イニシアティブ、グローバル安全保障イニシアティブ、グローバル文明イニシアティブを実践し、実務的・友好的な協力を実施し、公平と正義、共同建設と共有に基づく安全保障構造を築き、世界に確実性を注入して前向きなエネルギーを提供ことを望んでおります。われわれは日本側とともに両国指導者の間で達成された重要な共通認識を着実に実行し、防衛分野における対話と交流を推進し、新時代の要求に合致した建設的かつ安定的な中日関係の構築に尽力するよう望んでいます。

　最後に、乾杯の音頭をとらせていただきます。皆様、お手元の杯をお持ちになり、ご列席のみなさまのご健勝を祈念し、中日関係の長期的かつ安定な発展を祈念し、アジアと世界の平和と繁栄を祈念いたしまして、乾杯！

Good evening. Today we solemnly gather here to celebrate the 98th anniversary of the founding of the People’s Liberation Army. As the Defense Attaché, I would like to extend a warm welcome to all the guests and friends.

Over the 98 years under the strong leadership of the Communist Party of China the people’s army has grown from weak to strong, continuously marching from victory to victory, and has made extraordinary contributions to striving for national independence, people’s liberation, and national prosperity. At present, guided by Xi Jinping Thought on Strengthening the Military, the Chinese People’s Liberation Army adheres to building the military through ensuring political loyalty, strengthening the military through reform, science and technology, and running the military in accordance with law, focusing on demand of effectively shaping postures, managing crises, deterring wars, and winning wars. We are making utmost efforts to achieve the goals for the centenary of the People’s Liberation Army, advance the modernization of national defense and the military, and to build a world-class army.

China has always been a staunch force in safeguarding world peace and international order. As the largest contributing country to peacekeeping operations among the permanent members of the UN Security Council, since 1990, China has dispatched a total of over 50,000 soldiers to 20 countries and regions to carry out peacekeeping missions, with 17 soldiers having sacrificed their precious lives. At this moment, there are still over 1,800 Chinese soldiers performing peacekeeping tasks in 7 mission areas. Since 2008, the Chinese Navy has sent 47 escort taskforces to the Gulf of Aden, providing escort services for more than 7,000 ships from various countries, repelling pirates over a thousand times, effectively ensuring the smooth flow of sea transportation and the security of international economic and trade activities.

The Chinese people cherish peace, and the Chinese government pursues a defensive national defense policy. We never engage in aggression or expansion, but we will never give up our legitimate rights and interests, and will resolutely counter all threats and challenges. Taiwan is an inalienable part of China’s territory. We will work with the greatest sincerity and make utmost efforts to achieve peaceful reunification but make no promise to renounce the use of force. The Chinese military has the resolve and capability to oppose “Taiwan independence” separatists and interference by external forces.

This year marks the 80th anniversary of the victories of the 80th anniversary of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Commemorating history is to draw lessons from it and prevent the recurrence of tragedies. Eighty years ago, together with peace-loving peoples around the world, the Chinese people won the war against militarism and fascism at the cost of countless lives and blood. Both the Chinese people and the Japanese people were victims of militarism. We should join hands to safeguard the post-war international order and the hard-won peace.

The Chinese military is willing to engage in defense exchanges and cooperation with all countries,to practice the concept of A Community with a Shared Future for humanity as well as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative carry out pragmatic and friendly cooperation foster a security architecture featuring fairness, justice, joint contribution and shared benefits, inject certainty and positive energy into the world. We stand ready to work with Japan to implement the important consensus reached by the leaders of the two countries, promote dialogue and exchanges in the field of defense and strive to build a constructive and stable China-Japan relationship that meets the requirements of the new era.

Finally please allow me to propose a toast to the health of all the guests, to the stable and long-term development of China-Japan relations and to the peace, stability and prosperity of Asia and the world.
