本日は、中国人民解放軍建軍99周年を共にお祝いいただき、国防武官として、心から歓迎と感謝の意を申し上げます。

99年以来、中国人民軍隊は、中国共産党の強い指導の下で、民族の独立、人民の解放と国家の富強のために、絶え間なく戦闘を重ねて、小さくから大きくへと、弱くから強くへと成長して、卓越した功績を遂げました。今、中国軍隊は、習近平強軍思想を指針として、世界一流の軍隊を目指し、建軍百年の奮闘目標に向けて、政治による軍隊建設、改革による軍隊強化、科学技術による軍隊振興、法律による軍隊統治を全面的に推進し、全力を挙げて中国特色のある軍隊建設の道を歩んでいます。

中国軍隊は、中国共産党の指導と中国社会主義制度を断固として擁護し、国家主権、安全保障と発展の利益を断固として守ります。台湾は中国領土の不可分の一部であり、我々は、引き続き最大の誠意と最善の努力をもって平和的統一を実現するために尽力しますが、武力行使の放棄を決して約束しません。中国軍隊は、あらゆる外部勢力からの干渉を阻止し、「台湾独立」の分裂勢力の試みを粉砕し、祖国の完全統一を達成する自信と能力を持っています。

中国人民は平和を愛し、中国政府は防御的国防政策を堅持し、中国軍隊はいつまでも世界平和を護る堅固な力であります。我々は一度たりとも侵略や軍事拡張をしたことはないし、これからも覇権を求めず、軍事拡張しないことを約束します。事実上、中国の国防建設は、経済建設と協調的な発展を維持して、国防費支出は一貫して合理的で、適度な抑制的増加を保ち、その規模はGDP比で長年にわたり1.5％未満を維持し、世界平均水準と周辺諸国を遥かに下回っています。中国は国連安保理常任理事国の中で、平和維持要員派遣規模の最大の国で、1990年以来、20数か国と地域に累計で5万人以上のPKO部隊を派遣して、17人の中国軍人は国際平和維持活動に尊い命を捧げました。2008年以来、中国海軍はアデン湾に48回にわたり護衛艦隊を派遣して、各国7400隻以上の船舶に護衛サービスを提供し、千回以上海賊を撃退しました。

今年は東京裁判開廷80周年であります。歴史を銘記することは、歴史の教訓を汲み取って、悲劇の再発を防ぐためであります。歴史上、中国人民、日本人民と周辺諸国人民は軍国主義によって甚大な被害を受けました。今日、我々は歴史を鑑として、手を携えて戦後国際秩序を守り、多大な犠牲をして勝ち取った平和を維持すべきであります。

今年は中国工農紅軍の長征勝利90周年でもあります。中国軍隊は引き続き偉大な「長征精神」を発揚し、人類運命共同体理念を忠実に実践し、大国軍隊としての国際責任を積極に履行して、国際軍事交流と協力を積極的に推進し、幅広いグローバル安全保障に参与して、世界の平和と安全に貢献していきます。

最後に、乾杯の音頭を取らせていただきます。皆様、お手元の杯をお持ちになり、ご列席の皆様のご健勝を祈念し、アジアと世界の平和と繁栄を祈念するために、乾杯！

Good evening. As the Defense Attaché of the Chinese Embassy, I would like to extend a warm welcome and sincere gratitude to all of the guests and friends for joining us in celebrating the 99th anniversary of the founding of the Chinese People’s Liberation Army (PLA).

Over the past 99 years, under the strong leadership of the Communist Party of China (CPC), the people’s army have grown from small to large and from weak to strong, advancing from one victory to another, and have performed extraordinary exploits in the pursuit of national independence, people’s liberation and national prosperity. At present, guided by Xi Jinping Thought on Strengthening the Military, the Chinese armed forces are unswervingly following the path to building a strong military with Chinese characteristics,comprehensively advancing efforts to enhance the political loyalty of the armed forces, strengthen them through reform, science and technology, and training of competent personnel, and run them in accordance with the law, making all efforts to fight the critical battle for attaining the centenary goal of the PLA, and accelerate the build of world-class armed forces.

The Chinese armed forces firmly uphold the leadership of the CPC and China’s socialist system,and resolutely safeguard national sovereignty, security and development interests. Taiwan is an inalienable part of China’s territory. We will strive for the prospect of peaceful reunification with the utmost sincerity and effort, but we will never commit to renouncing the use of force. The Chinese armed forces have the ability and confidence to thwart all external interference, defeat “Taiwan independence” separatist schemes and realize China’s complete reunification.

The Chinese people cherish peace. The Chinese government pursues a national defense policy that is defensive in nature, and the Chinese armed forces are always a staunch force for safeguarding world peace. We have never engaged in aggression, and are committed to never seeking hegemony or expansion. In fact, China pursues a coordinated development of national defense and economy. The growth of China’s defense spending is reasonable, moderate and restrained. Its share of GDP has long remained below 1.5%, far lower than the world average and that of neighboring countries. China is the largest troop contributor to peacekeeping operations among the permanent members of the UN Security Council. It has dispatched more than 50,000 peacekeepers to over 20 countries and regions since 1990 among which 17 officers and soldiers have devoted their precious lives. Since 2008, the Chinese Navy has dispatched 48 escort task forces to the Gulf of Aden, providing escort services to over 7,400 vessels of various countries,and fending off pirates more than thousand times.

This year marks the 80th anniversary of the opening of the Tokyo Trials. We commemorate history to draw lessons and prevent the tragedy from recurring. In history, the people from China, Japan and many countries of the region suffered profoundly at the hands of militarism. Today, we must take history as a mirror, work together to uphold the post-war international order and safeguard the hard-won peace.

This year also marks the 90th anniversary of the victory of the Long March of the Chinese Workers’ and Peasants’ Red Army. The Chinese armed forces will continue to carry forward the spirit of the Long March,faithfully act on the vision of building a community with a shared future for mankind, fulfill the international responsibilities of a major country military, extensively participate in global security governance, actively conduct international military exchanges and cooperation, and contribute to safeguarding world peace.

In conclusion, please allow me to propose a toast,
